The Philippine Dog & Cat Sanctuary Law
While many Filipinos care for their pets with love and devotion, far too many others face the harsh reality of abandonment, left to suffer on the streets. These stray animals endure hunger, disease, injury, and the constant threat of death, with no one to care for them. The time for change has come. Atty. Hinlo is pushing for a law that will amend the current Anti-Rabies Act of 2007 (Republic Act No. 9482) or create a new law focused on ensuring the safety of both animals and the public. This comprehensive proposal includes the following:
● Sanctuaries for Strays Across Every City and Municipality: The law will require all local government units (LGUs) to establish dedicated sanctuaries for stray dogs and cats. These facilities will serve as safe havens where abandoned animals will receive care, medical treatment, and protection.
● No Euthanasia Unless Absolutely Necessary: LGUs will be prohibited from euthanizing healthy strays. Animals may only be euthanized if they are confirmed to have rabies, are suspected to have rabies, suffer from contagious diseases, or endure unmanageable suffering, as determined by the LGU’s official veterinarian.
● Food and Care Funded by LGUs: The sanctuaries will be funded by the LGUs to provide proper food, shelter, and care for the animals. This ensures that stray dogs and cats are well-fed, treated with dignity, and supported during their stay in the sanctuary.
● Neutering to Prevent Overpopulation: After staying in the sanctuary for a month, all strays will undergo neutering to control the stray population and prevent the cycle of abandonment and overpopulation in the future.
● Comprehensive Medical Treatment: Strays housed in these sanctuaries will receive necessary medical care, ensuring they are treated for illnesses, injuries, and other health issues to help them recover and thrive.
● Annual Anti-Rabies Vaccination: All animals in the sanctuaries will receive a yearly anti-rabies vaccination, reducing the risk of rabies transmission and promoting public health.
